OFF TOPIC Football Uniforms: A pet peeve

I thought pants where supposed to reach below the knees? Some players look like they are wearing hot pants. Some players have pants without thigh or knee pads.WTF? If the NCAA is so worried about safety as well as fair play, Why not make everyone wears the same uniform?
