I am intrigued by the fact you have players from the Big 10 and PAC 12 whose conference threw them under the bus but these guys want to play. On the other hand we have players in conferences that are playing that are opting out.

Solution. When a player from a conference that is playing opts out, then that team can pick a player from a conference that is not playing but that player wants to play. But the key is they can only pick a player that plays the same position as your player that opted out. First come first served. So when KV or NF opts out we go get a player at that position. Also has to be the same classification beteeen the player he is replacing insofar as to number of years eligible

The players that can't play but want to can put their names in the portal replacement list which is where their new teams can select from. Also once a player from a conference opts out and his replacement is acquired he can't opt back in. He sits out this year

Any player that goes to the new school is immediately eligible to play this year

If transfer player wants back to old school next year then that's fine. If the sit out player wants in next year that's good also.
