I have questions about the 2 star recruits

Why is LSU going after rivals 2 star recruits? If these players have great potential upside then I understand. LSU doesn't have a solid history of developing QB's so I don't understand the Justin McMillan move with going after a two star QB to develop. LSU struggled in the kicking game last season so I'm scratching my head with the Josh Growden recruitment. Unless he has a leg of steel and LSU was going to use him for kickoffs and such. Anyone with decent knowledge about these players' minds explaining what they think about these players?
