RECRUITING Questions for the board

it's been noted that Austin Thomas is on the road recruiting in place of Pete Jenkins .

I know that only active coaches are allowed to do actual recruiting . Is there some rule that allows a non coach to substitute for an assistant coach such as in this case

I've never heard of this happening and was wondering
