RECRUITING What will happen to the incoming Baylor \FB class

Will the NCAA let the incoming Baylor class off the hook completely? Article below says some are not even enrolling in classes.

I think they should be allowed to go where they want without any type of penalty(sitting out a year) due to some pretty unusual circumstances..
