Of those remaining 50% how many will be transferring ?
of those remain how many will leave early for the NFL( there is much talk now of the NFL reducing the wait period to 2 years )
on the other hand if a team signs proven college players the % contributing should be far greater than 50% . You could conceivably have 60-70 contributors at any one time
on your roster
